What Makes a High Quality Plan? 

In any organisation, plans are the bridge between strategy and execution. They translate vision into action, guiding teams toward shared goals. But not all plans are created equal. A poorly constructed plan can lead to confusion, misalignment, and missed opportunities. While a high-quality plan creates clarity, accountability, and momentum. 

What defines a high-quality plan? It’s not just about having tasks and timelines. It’s about the structure, governance, and adaptability that surround the plan. Here are eight essential characteristics to look for: 

Ownership 

Every plan needs a clear owner, and they are clear on their role for formulating the plan and ensuring that it is executed. 

Links to Strategy

 A high-quality plan is anchored in the organisation’s strategic objectives. It’s not just a list of actions; it’s a roadmap designed to move the business forward. 

Documented 

Time-phased actions are clearly defined and accessible to those responsible for execution. Documentation supports transparency and enables progress tracking. 

Valid 

The plan is valid by ensuring the organisation has the resource, capability, and funds to execute the time-phased actions documented. Therefore, it can be executed! 

Aligned and Integrated 

Plans must be aligned with and integrated into other dependent plans across the enterprise. Driving consistency and eliminating conflicting priorities. 

Manages Uncertainty 

Every plan is built on assumptions. High quality plans identify these assumptions and manage their uncertainty through scenario planning and well thought through contingencies. 

Communicated 

Effective communication ensures that everyone understands their role in delivering the plan, and how to activate contingency measures if needed. 

Reviewed and Revised 

Plans should be reviewed regularly and revised based on performance and lessons learned. This keeps them relevant and responsive to change. 

 

These characteristics are agnostic of the type of plan we are looking at. What they address is the process and governance around planning, ensuring that plans are understood, deployed effectively, and continuously improved.
